The Scottish Government will lead from the front, changing how we do things and how we can have a greener and more circular approach. 10. The proposals in the bill include: powers to introduce a charge for environmentally harmful items such as single-use disposable beverage cups; mandatory reporting of waste and unwanted surplus on items such as food and textiles/clothing; powers to set targets for consumption reduction; a strengthened approach to household recycling collection services; and, greater penalties on waste crime and littering from vehicles.",
