The requirement within this NTP is being progressed in accordance with above as it is believed competition is absent for technical reasons due to KSB being the body that monitors street cleanliness which is a statutory indicator for the council and they are the main provider of national advice to local authorities and the government around litter and waste, they also run annual national campaigns and have significant experience in engaging with communities through this process.",
