        "description": "North Lanarkshire Council (the Council) is looking to transform Cumbernauld by regenerating its town centre from a sterile transport corridor to a place where people can move freely, thereby integrating and connecting the developments on either side of Central Way to form a traditional high street for the first time in the town's development. To kick start this transformational change, the Council is looking to acquire the two adjoined shopping centres occupying an extensive site in the middle of Cumbernauld town centre - 'The Centre Cumbernauld and Cumbernauld Shopping Centre' (known as 'The Centre Cumbernauld' (TCC)). This project forms part of the Council's core investment programme 'The Place - The Vision' for North Lanarkshire which recognised Cumbernauld as one of eight towns recognised in North Lanarkshire, and it is the largest town within the local authority. Consultation work have been undertaken to develop the Cumbernauld Town Vision and community engagement work was conducted to seek feedback on this proposal, the acquisition of the TCC, its demolition and its redevelopment remains central to the community aspirations and ambitions for a new, successful, and attractive town centre with a much-improved central infrastructure. The redevelopment of Cumbernauld town centre would also open opportunities to regenerate land currently occupied by Fleming House and other public buildings such as, the Tryst, the Link, Bron Way, Cumbernauld New Town Hall and Cumbernauld Health Centre. Work to purchase TCC has been ongoing for over a year now with the building transaction now nearing completion with an estimated purchase date of mid-March 2023 identified. Following the acquisition of TCC, the centre will require to be managed and operated as efficiently as possible to maximise revenue and reduce overhead costs until existing leaseholds expire or can be ended, and vacant possession achieved prior to planned complete or phased demolition of the building. The Council's external advisors have worked with the project team to come up with options and scenarios to manage this process which involves the procurement of separate managing agents (Asset Manager (AM) and Property Manager (PM) (both procured via separate and individual procurement procedures) who will undertake the day-to-day running of the centre) to deliver the proposed strategic approach over a three to five year period following an interim 12-month transition period.",
