Events unforeseeable by the Authority were (1) that adjudications would be raised by the Contractor, and (ii)the number and content of the adjudications raised by the Contractor which need to be responded to by the Authority. This award is strictly necessary because the complexity of the services needed and the time in which they need to be delivered is not within the capabilities and capacity of the authority. There is extreme urgency as adjudications run to a very restricted timetable, there would not be sufficient time to run a competitive procurement procedure and for the analysis work to have been carried out before the time that Authority needed to submit its responses to the adjudication.",
