Both the Council and the Owner of the Care Home tested the market to seek a new provider for a care home service the results of which indicated no providers were able to deliver a residential care home service of the type being procured and required by the Council. This notice of intent to award is made with reference to Chapter 3 Particular Procurement Regimes, Section 7 Social and Other Specific Services and recognises Council responsibilities under Section 12 of the Social Work (Scotland) Act. The Scottish Government guidance on Specific Considerations and Rules for Care and Support Contracts has been followed, and light touch provisions are determined to be applicable. The Council intends to award a contract to Parklands Limited as the only provider of a residential service for older people who is capable of meeting this requirement.
