The FMIS that was developed from 2019 enabled FSS to maintain an updated database of registered and approved feed premises and to enable feed officers to record inspections from mid-2021 following transfer of legal competence for feed to FSS and resumption of inspections following Covid. The system has been in use since 2019 for maintenance of the feed premises register and since 2021 for feed official control planning, delivery and reporting. No other bidder in 2019 was able to offer the mobile app and GIS function offered by Esri UK Ltd, and FSS is not aware of any supplier currently able to provide a similar combination of products. ArcGIS Online is also used by other FSS branches, and other Scottish Government departments, with FSS committed to ongoing joint licensing agreements with Esri UK Ltd as the sole supplier of ArcGIS Onlline. Discussions were held with Corporate Service in October/November 23 regarding this contract which addressed and rationalised the number of ArcGIS Online users across FSS with a view to renewal of ArcGIS Online subscriptions for 24/25. Non feed users were included in a joint agreement between Esri UK Ltd and Scottish Government through an Enterprise Licence Agreement (ELA), with a separate renewal quote for feed being received in January 24. Pending confirmation of user numbers during the DSLA extension negotiations, the PO request was delayed and notification of NCA requirement was received by Feed Delivery Branch on 8th March 24. The NCA is required to cover the subscription renewals and consultancy for 2024/25 and 2025/26 to ensure continued access to FMIS for all users to complete official control recording.
