Whilst the Council's Standing Orders permit the Head of Corporate Services to approve the direct award, they may opt to seek approval from Council Executive. West Lothian Council Executive approved a direct award for the expenditure at the Meeting on 3 October 2023. Council Executive is, therefore, requested to approve an exemption from Contract Standing Orders for a direct award for Sensory Impairment Services for the period of 1 year, effective from 1st April 2024 until 31st March 2025 with a possible 12-month extension.",
