    "description": "The contract is expected to be awarded on the basis of the most economically advantageous tender. Evaluation of this will have regard to: the total cost of the service (20% of the total score); and the quality of the offer (80% of the total score). Evaluation will not involve interviews. While marks awarded for the completion of the SPD will determine those invited to participate at award stage, these marks will not be taken account of at award stage. A separate award stage questionnaire will be issued and scored to evaluate the quality of the offer.
