        "procurementMethodRationale": "It is essential that a suitable Transport Consultant is appointed as soon as possible for the Edinburgh BioQuarter project for a Travel Survey to be undertaken in early 2025 to gain data for future proposals. The complexity of the work across multiple elements of the Travel Planning that need to work together requires familiarity of the site and a high degree of technical knowledge of the project and the associated requirements and challenges. The appointed consultants have a detailed understanding of the site's transportation needs and challenges. As such, appointing them for the remainder of the transport planning and active travel gaps requirements maintains continuity of design, expertise and technical knowledge of the project. An alternative route would have a disproportionate technical and financial impact, and availability of funding is also dependent upon meeting timescales. This will enable the project to progress in line with the master programme and in accordance with the BioQuarter Project Partners' requirements.",
