This provided the Council with access to established contractors in this area, as well as allowing local SMEs to participate in the tender process in line with the Councils efforts to improve community outcomes through increase spend with local SMEs. Tenders were invited on a Price/Quality basis. The successful Bidder is the one who achieves the highest combined quality / price score. The Contract between the Council and the successful Bidder will consist of the NEC3 Term service Short Contract (April 2013).",
