    "description": "This procurement is conducted under the Light Touch Regime (Social and Other Specific Services) in accordance with the Public Contracts (Scotland) Regulations 2015. The procurement is being conducted electronically via PCS-T. All tender documents are available and must be accessed via PCS-T. Bidders must register on PCS-T in order to participate and submit their responses. This procurement relates to the establishment of a Flexible Framework which will remain open to new entrants throughout its duration.
