The procurement was run as an open procurement, advertised on the PCS portal. In addition, due to repeated experience of low interest rates in this type of contract in the past, the Library invited local businesses to tender directly via email. Those businesses who expressed an interest in receiving the ITT pack, were offered to submit their tenders via email, i.e. outside of the PCS portal.
