## Summary

The Isle of Wight Council is seeking quotations from suppliers for Vehicle Removal Services as part of its efforts to address persistent evaders and improve road safety. The contract will run from 1 July 2024 to 30 June 2027, with a possible extension of up to 2 years. The procurement method is a Competitive quotation (below threshold), and the deadline for submissions is 7th June 2024. The services fall under the industry category of Demolition services of vehicles and are located in the South East region of the United Kingdom.

This tender for Vehicle Removal Services by the Isle of Wight Council presents an opportunity for suppliers specialising in storage, retrieval services, and vehicle towing-away services. Small and medium-sized enterprises (SMEs) are encouraged to participate in this competitive quotation process. Businesses with expertise in providing removal services for vehicles involved in parking contraventions or causing obstructions to emergency services and road users are well-suited to compete for this contract.

## Notice

The Isle of Wight Council ("the Authority") invites Quotations from suitably qualified suppliers ("Potential Suppliers") for the provision of vehicle removal services. A requirement has been identified for the Authority to take action against persistent evaders - a persistent evader is defined as where the registered keeper of a vehicle has three or more recorded contraventions and the PCNs are not paid, represented or appealed against within the statutory time limits; or their representations and appeals have been rejected but the penalty charge notices remain unpaid despite actions taken by enforcement agents. It is now Authority policy that a persistent evader's vehicle can be removed following the issue of a further penalty charge notice when parked in contravention of the Traffic Management Act 2004. There are currently a number of vehicles which have many unpaid PCNs some have no registered keeper and continue to be issued with PCNs. In order to provide a degree of scale there are (as of February 2024) 477 vehicles with 3 or more outstanding PCNs. This situation causes concern for the safety of other highway users, including pedestrians and it also means that the Authority's normal debt recovery procedures cannot be implemented. Subsequently alternative measures are justified in an attempt to prevent further unsafe parking activities and to assist in the recovery of the debts. For the purposes of this quotation, it is estimated that 200 potential vehicles could be removed per year. Whist the policy enables the removal of vehicles for other reasons it is proposed that it could applied to other parking scenarios such as: * Fraudulent use of disabled persons' parking blue badges or an article that purports to be a disabled blue badge; * Parked in a disabled person's parking bay without displaying a disabled blue badge; * Parked using a fraudulent Isle of Wight Council permit, voucher, scratch card or pay and display parking ticket; inclusive of cashless parking sessions and virtual permits; * Parked in a manner that causes serious obstruction to emergency services and other road users. This list is not exhaustive. The term of the contract shall be 1 July 2024 until 30 June 2027 with the option to extend for up to a further 2 years at the sole discretion of the Authority. Additional information: Any values are estimated and are for the whole contract duration including any possible extension period.
