## Summary

The University of Exeter has awarded a contract titled "Development of Regulatory Frameworks to Support Maritime Innovation" to Stehr Consulting Ltd for research and development services related to clean propulsion systems. The procurement process was an open procedure with a tender period ending on January 10, 2024. The contract period is from April 30, 2024, to March 31, 2025, in the South West region of the United Kingdom, under the main procurement category of services.

This tender presents opportunities for businesses involved in research and development consultancy services to engage in developing regulations for prototype vessels testing clean propulsion systems at sea. Small and medium enterprises (SMEs) are particularly suitable for this tender opportunity, which aims to create a regulatory framework supporting maritime innovation by working with regulators, innovators, and local authorities.

## Notice

This project seeks to develop an evidence-based framework for testing prototype vessels with novel clean propulsion systems, through a partnership of regulators (Maritime and Coastguard Agency, MCA), innovators and local authorities. The project is led by Plymouth City Council (PCC), with the Centre for Future Clean Mobility at the University of Exeter leading the project aspects on clean propulsion. Other partners are University of Plymouth (UoP) and Plymouth Marine Laboratory (PML). The project requires a specialist consultant to engage with MCA, to help draft new regulations, in partnership with MCA, for prototype vessels testing clean propulsion systems at sea, to investigate approaches used by other nations' regulators, and to liaise with a user group of UK stakeholders (much of which is already formed). All of this will be in partnership with CFCM.
