## Summary

The public procurement process detailed here involves OFCOM, the UK's communications regulator, for a project titled "Health and financial claims in programming - audience attitudes to potential harm". This initiative falls under the market research services category (CPV: 79310000) and is focused on understanding audience perceptions relating to health and financial claims in media content. The procurement, now in its award stage, identified Ipsos UK as the supplier with a contract valued at £131,695. The project commenced on 27th October 2025 and is scheduled to conclude by 14th August 2026. The procurement followed a selective method via a call-off from a framework agreement, targeting areas including British Overseas Territories, Channel Islands, Isle of Man, Europe, the UK, and beyond.

This tender provides opportunities for businesses engaged in researching public attitudes, particularly those capable of executing qualitative studies in media impact on audiences. Small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) could find themselves well-positioned to compete in such tenders due to OFCOM's openness to varied supplier types. Companies with expertise in media impact assessments and those adept at providing insights for regulatory decision-making could leverage this opportunity to grow their portfolio and engage in meaningful work that helps shape broadcasting standards and practices. The contract aids in enhancing a company's reputation within market research services, especially those with a focus on media content and public safety.

## Notice

Ofcom would like to commission a qualitative research project to update our understanding of audiences' attitudes towards content involving 'health and financial' claims in programmes, their views on the potential for such claims to cause harm, and their opinions on the adequacy of the types of protections broadcasters should put in place to mitigate the risk of harm. This updated research will provide Ofcom with evidence to continue to inform our decision-making. Specific research objectives include: - Explore audience attitudes to health and financial claims made in general and in religious programming, on linear TV, radio and VoD services. - Explore audience attitudes to the potential for harm from programming, including the extent to which, and the ways in which, it might present a risk of harm to audiences in general and specific factors which may increase the potential for harm to vulnerable people. - Explore whether audiences think broadcasters can limit potential harm effectively, such as through messages or warnings broadcast to viewers and listeners (e.g. advising audiences to consult a qualified medical practitioner).
