## Summary

Suffolk County Council is planning a procurement process titled "Commissioning Refugee and Asylum Seeker, English for Speakers of Other Languages (ESOL) provision - Market Engagement Event" within the Education and training services industry category. The process is currently at the planning stage, and the main event will be a virtual market engagement session scheduled for 27th November 2024 from 13:00 to 14:00. The Council is seeking providers to deliver ESOL training to refugees and asylum seekers in Suffolk, in compliance with Home Office guidelines. Providers must be able to offer a minimum of 8 hours per week of formal language training to help these individuals achieve Entry Level 3 English proficiency or support them for at least 12 months after their arrival in the UK.

This procurement offers significant opportunities for businesses, particularly small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in language training for vulnerable communities. By participating in the market engagement event and subsequent tender process, businesses can secure a place on a framework agreement, facilitating future call-offs without minimum purchase guarantees. This allows suppliers to contribute to social value while tapping into steady demand for ESOL services in the East of England, thereby aiding integration and self-sufficiency of refugees and asylum seekers. Direct awards based on pre-agreed terms can further streamline service provision across Suffolk, making it a lucrative opportunity for well-positioned language service providers.

Suffolk County Council need providers in place that can offer the right level of ESOL provision for refugees and asylum seekers, in the right areas, to enable them to progress towards the level of proficiency needed to function in their everyday lives, encourage integration, and move towards self-sufficiency Under Home Office funding guidelines for the Afghan Citizens Resettlement Scheme, Afghan Relocation and Assistance Policy and the United Kingdom Resettlement Scheme, Suffolk County Council must ensure that adult refugees have access to a minimum of 8 hours per week of formal language training (ESOL provision) until they reach Entry Level 3 or for at least 12 months after their arrival in the UK. Additionally, we work with partners to provide ESOL services for asylum seekers living in Suffolk. This framework is being developed to enable additional ESOL to be provided across Suffolk in instances where bespoke sessions are required.
