## Summary

Sedgemoor District Council is seeking a technical partner to support the development of a computer application for their Business Rates Service. The project aims to enhance the existing Revenues and Benefits suite with further applications for Council Tax and Housing Benefits. The tender is currently in the planning stage, with a deadline for submissions set for 18th May 2020. The value of the contract is £100,000, and the work is expected to commence on 1st June 2020, lasting approximately 20 weeks. The location for delivery is the South West region of England, classified under the code 72000000, which pertains to IT services, including consulting and software development.

This tender presents a significant opportunity for companies in the IT services industry, particularly those with expertise in software development and agile methodologies. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, especially those with experience in collaborating with public sector entities. Firms that can offer innovative solutions and are capable of developing modular applications that integrate with existing systems will be especially well-positioned to compete for this contract.

## Notice

Sedgemoor District Council is looking for a technical partner to work with us, to co-produce a computer application, to support our Business Rates service. We then intend to produce further applications for the two linked services of Council Tax and Housing Benefits, to complete our Revenues and Benefits suite. We may procure applications development support for these phases separately. The council is one of only two in the country who operate an in-house developed system for Revenues and Benefits; we designed and built our current system in the mid 1990s. This activity will build on that successful design and produce a modern, componentised set of solutions that interact with our enterprise platform via APIs. You will be working with our applications development team for around 20 weeks using agile techniques to develop the working product. The Intellectual Property in the artefacts that are produced will remain with the council; we may choose to make that available to the local public sector via an appropriate open source licence.
