The control of the regulated procedures, and places designated under the Act, is exercised by: i) Personal Licenses for those performing the regulated procedures; ii) Project Licenses for those responsible for managing programmes of work; iii) Certificates of Designation issued to individuals responsible for compliance with the provisions of the Act at establishments where laboratory animals are bred, kept or used and for the provision of appropriate standards of accommodation and care. In accordance with the Act, the Certificate Holder is: i) Required to nominate one or more: a. Named Animal Care Welfare Officers (Ni\CWOs). To be responsible for the day to day care of animals. b. Named Veterinary Surgeons. To be responsible for providing advice on animal health and welfare. ii) Accountable to the Home Office for the performance and conduct of the Named Veterinary Surgeons and Named Animal Care and Welfare Officers. These nominees are not directly accountable to the Home Office.
