## Summary

The public procurement process is led by the Equality and Human Rights Commission, which has initiated a tender for a project titled "Housing and disabled people research (Lot 1)." This initiative falls under the industry category of social research services and is based in the United Kingdom. The procurement method utilised is an open procedure, and the award for the contract was published on 4 April 2017. The contract value is £54,844 and began on 8 March 2017, concluding on 31 July 2017. The tender period ended on 1 March 2017.

This tender presents significant opportunities for businesses, particularly those engaged in social research, disability advocacy, and housing policy analysis. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are especially encouraged to participate, as the project aims to address the housing needs of disabled individuals across Great Britain. Companies with expertise in qualitative and quantitative research methodologies would be well-suited to compete for this contract, enabling them to contribute to important policy insights while growing their businesses.

## Notice

This research project forms an important part of meeting the overarching aims of the inquiry. It provides a valuable part of the overall inquiry evidence base alongside other methods such as consulting with our key stakeholders and conducting in-house desk research and analysis. It will also enable us to explore key issues in greater depth in what is a complex and multi-faceted area of policy - and which varies across the three nations of Great Britain. There are three main research questions that we want the research to answer, which are closely aligned with the aims of the inquiry as a whole (please note these are very broad, guiding questions which are further broken down in the following sections): 1. What does existing evidence say about the housing needs and experiences of disabled people in each of the three nations? 2. What are the views and experiences of disabled people in relation to housing provision in each of the three nations? 3. What are local authorities in England, Scotland and Wales doing to ensure disabled people can enjoy their right to independent living, through housing provision? The following paragraphs provide more detail on each broad question, which we see as three distinct strands to the research project. Each strand is then divided by nation. A methodology for each strand is also put forward, to assist bidders with their proposals.
