## Summary

East Riding of Yorkshire Council commissioned hosting, maintenance and development services for The Supply Chain Network, an established free online business platform launched in 2008. The platform supports regional economic growth by making commercial opportunities more visible, accessible and winnable. Its three main areas are the Supplier Directory, Opportunities Map and Supply Chain Promise. The requirement covers ongoing operation of the website, technical maintenance and medium-term development as the platform undergoes significant changes. The work is delivered for East Riding of Yorkshire Council across Yorkshire and the Humber, with the council based at County Hall in Beverley. This is an IT services requirement covering software development, internet services and support, suitable for organisations that can maintain and improve a public-facing online platform.

The procurement is complete and the contract was awarded on 11 September 2026 to Mattix Design Ltd. The awarded value is £30,000 including the stated currency, and the contract runs from 11 September 2026 to 31 March 2029. The original procurement sought a 2.5-year contract, with submissions due by 28 August 2026. East Riding of Yorkshire Council used a limited competitive quotation procedure below the threshold. The tender was evaluated as a services requirement and was identified as suitable for small and medium-sized enterprises. The award is active. The council’s description indicates that funding was committed from April 2026 to March 2028, while the contracted service period extends to March 2029.

This award shows a council requirement for a small, focused digital service covering the full life of an established online platform: reliable hosting, responsive maintenance and practical development. A credible competitor for similar work would need to combine website hosting capability with software development, support and ongoing platform management, rather than offering only a one-off build. The requirement favours an experienced, agile and ambitious organisation able to manage significant platform changes while preserving operational continuity and commercial viability. Relevant suppliers include web development agencies, digital platform specialists, managed hosting providers with development teams, and small technology businesses able to provide an integrated service. Experience supporting public-facing business platforms and improving access to supplier and opportunity information would be directly relevant to this buyer’s requirement.

## Notice

Through historic funds allocated by The UK Government, The East Riding of Yorkshire Council (ERYC), have developed a FREE online platform called The Supply Chain Network (TSCN). The website has three key areas, The Supplier Directory, The Opportunities Map and The Supply Chain Promise through which it aims to make opportunities, visible, accessible and winnable. TSCN is an established business platform developed in 2008 to drive regional economic growth. The platform is currently undergoing some significant changes and we need to ensure that the medium term development of the site, along with hosting and maintenance of the platform is contracted to ensure it is robust and current. To support this transition, ERYC has committed funding from April 2026 to March 2028. We would like to partner with an experienced, agile and ambitious organisation to support the ongoing hosting, maintenance and development of the website. We are looking to secure a 2.5 year contract (September 2026 - March 2029) to ensure operational continuity and commercial viability. For further details and how to apply, find the attached tender brief.
