Southend-on-Sea Borough Council is a Unitary Authority serving a population of approx. 174,000 residents. The site is located off the Western Esplanade and 500m south of the Southend Central Train Station. The site is bound by the theme park Adventure Island and has a high level walkway that bridges Western Esplanade and connects with a pedestrianised High Street. A feasibility study has been completed (RIBA stage 1) to provide a new iconic destination place on the Pier deck that encourages existing visitors and new visitors to reach a new demographic area. The vision is to create a new pavilion that is respectful of the heritage of the Grade II Pier and is contemporary in its approach.
