If so, then a robust evidence base is needed to support a public consultation and the formal submission based on the following conditions: * An area of low housing demand * Significant and persistent problem of antisocial behaviour * Significant number of privately rented properties in poor condition * An influx of migration, this refers to movement within the country or from overseas * High levels of deprivation * High level of crime
