The national Maternity Transformation Programme seeks to implement the vision of Better Births for safer and more personalised care across England and to improve equity for mothers and their babies. Co-production helps to ensure efficient and effective implementation of this vision. The NHS Constitution states "the NHS belongs to the people". The NHS is founded on a set of values, including 'working together for patients'. People have the right to be involved in the planning of healthcare services. The NHS is responsible for working in partnership with people to achieve this. Co-production "is a way of working that involves people who use health and care services, carers and communities in equal partnership; and which engages groups of people at the earliest stages of service design, development and evaluation.
