## Summary

The Education and Skills Funding Agency, represented by MACE Limited, is seeking a contractor for the refurbishment of the Springwell SE facility in Spalding, Lincolnshire. This procurement process, currently at the tender stage, involves a significant project valued at £1.1 million, focusing on construction work to transform the building into an Alternative Provision facility. Key dates include the end of the tender period on 28 September 2017, while the construction is expected to commence on 27 November 2017 and conclude by 27 April 2018. The contractor will be procured through an open procedure, and a planning application is set to be submitted in September 2017.

This tender presents a valuable opportunity for small and medium enterprises (SMEs) in the construction industry to engage in a substantial project with a governmental body. Given the nature of the refurbishment and external works, businesses specialising in construction, design and build services, as well as those with experience in educational facilities, would be ideally positioned to compete. The requirement for a robust qualitative and quantitative assessment indicates that both innovative approaches and proven capabilities will be key factors in the selection process.

## Notice

The Education and Skills Funding Agency requires a suitably experienced Contractor for the delivery of a double storey intermediate internal refurbishment consisting of limited adaptation works and the remodelling of external works to make the building appropriate for an Alternative Provision (AP) facility to enable it to be used as a permanent site. No temporary accommodation will be required. The Contractor will be procured on a single stage design and build basis as the scheme has already been developed to a Stage 3 design. The existing building was constructed in 2008, the proposed works will include building refurbishment; external works including the construction of a MUGA, a playground, a canopy, other external play facilities and reconfiguration of parking facilities; and alterations to boundary treatments such as fencing. The target construction programme runs from Mid-December 2017 to end of April 2018. A full planning application is being submitted in September 2017 by the employer's Technical Advisors. The Contractor will be expected to provide all required information to support the application determination process. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the following split: Qualitative assessment (50%) / Quantitative assessment (50%).
