## Summary

The Department for Education is exploring a new, sustainable funding route and contractual arrangement for Level 7 accountancy modules. The intended service would provide structured support and progress management for learners, helping to safeguard the future pipeline of professionally qualified accountants. This is adult education at university level, including the delivery and funding of accountancy learning. Delivery may cover the United Kingdom and wider locations, including Europe, the Channel Islands, the Isle of Man, British Overseas Territories and elsewhere internationally. The department is seeking views from potential suppliers on how the requirement could be delivered, including different delivery models, current market developments, innovation, best practice, risks and opportunities. The work is identified under CPV 80430000.

This process is at the planning stage and is an early market engagement exercise, not a call for competition, invitation to tender or request for quotation. The Department for Education intends to hold an engagement session using Microsoft Teams, with joining details and supporting information provided to registered participants. The engagement is expected to end on 28 August 2026. Suppliers will be asked for market insight and feedback rather than a tender or formal proposal. Information gathered may shape the requirement, delivery model and future procurement strategy. Any subsequent procurement would be run separately, if the department decides to proceed, and participation in this engagement will not affect eligibility or advantage any supplier in that process.

This engagement will suit organisations that can deliver or support Level 7 accountancy education and can contribute practical views on funding and contracting models. Relevant suppliers may include higher-education providers, professional accountancy training organisations, specialist education and skills businesses, and organisations with experience supporting adult learners through structured programmes. The department is particularly looking to understand supplier capability and capacity, market developments, innovation, best practice, delivery risks and implementation opportunities. Businesses able to manage learner progress, maintain structured support and contribute to a sustainable pipeline of professionally qualified accountants should prepare evidence of their approach and operating capacity. The procurement is also identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises when it reaches a formal market stage.

## Notice

Department for Education is undertaking an Early Market Engagement exercise to engage with potential suppliers and gain a better understanding of the current market in relation to establish a new, sustainable funding route and contractual arrangement that enables the Department to provide Level 7 accountancy modules, ensuring structured support and progress management for learners and safeguarding the pipeline of professionally qualified accountants. The purpose of this engagement is to: understand the capability and capacity of the supplier market; explore potential delivery models and approaches; understand current market developments, innovation and best practice; identify potential challenges, risks and opportunities; seek supplier views to help inform the development of the requirement and potential future procurement strategy. As part of this exercise, DfE intends to hold an Early Market Engagement session via Microsoft Teams. Interested suppliers are invited to register their interest through this notice. Further information regarding the session, including joining arrangements and any relevant documentation, will be provided to registered participants. Please note that this is an Early Market Engagement exercise and does not constitute a call for competition, invitation to tender or request for a quotation. Suppliers will not be required to submit a tender or formal proposal as part of this exercise. Participation, or non-participation, in this engagement will not preclude or advantage any supplier in relation to any subsequent procurement exercise. DfE reserves the right to use information and feedback obtained through this engagement to inform its requirements and procurement approach. Any future procurement opportunity, should one be pursued, will be subject to a separate formal procurement process.
