## Summary

Stockton-on-Tees Borough Council has completed the procurement process for its Digital Support Service for Unpaid Carers, leveraging a call-off from the GCA G Cloud 14 framework agreement. This initiative, aimed at North East England, is intended to bolster the region’s support infrastructure for carers by identifying those currently unknown to local authorities and enhancing support for under-represented groups. With a total contract value of £331,894 and an execution period from April 2026 to March 2027, the contract was awarded to Mobilise Care Limited. The key stages of procurement have been fulfilled, with the award finalised in May 2026.

This procurement presents significant opportunities for large businesses, particularly those specialising in information systems and servers, as classified under CPV code 48800000. The service will support local authorities by providing easily accessible information pertinent to carers, which in turn could open up future collaboration and service enhancement opportunities for tech providers. While small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSEs) were not highlighted as target participants, the completed contract emphasises a growing need for digital transformation in public sector caregiving, presenting potential market entry points for responsive and scalable tech solutions. Businesses adept in these areas could significantly contribute to and benefit from evolving government service needs in the caregiving sector.

## Notice

In support of our Care Act obligations, the Digital Support Service will support NENC Local Authorities to: - identify carers who are currently unknown to local authorities and who may not self-identify as unpaid carers - increase levels of engagement with, and support for, carers who are not currently active with local support services and/or from demographic groups that are typically under-represented through traditional contact support (such as working age carers and male carers) - provide a range of easily accessible and relevant information for carers, including financial support and emotional wellbeing resources, which may reduce dependence on local carer services. If we did not have the service carers who are not known to, or engage with, traditional support services would not be provided with an alternative mechanism to access support (e.g. working carers who cannot access traditional support during normal working hours) A collaborative agreement already exists, put in place by Durham Council, with Mobilise. Stockton Council has procured this 12 month contract on behalf of the below listed Local Authorities: Durham County Council, PS49,282 Northumberland County Council, PS38,476 Newcastle City Council, PS0 Sunderland City Council, PS35,375 North Tyneside Borough Council, PS31,326 Gateshead Borough Council, PS30,419 Stockton-on-Tees Borough Council, PS27,000 South Tyneside Borough Council, PS25,971 Middlesbrough Council, PS25,626 Redcar & Cleveland Borough Council, PS25,095 Darlington Borough Council, PS22,462 Hartlepool Borough, PS20,862
