## Summary

Durham County Council is seeking providers to partner in the development of a bespoke residential home for a young person within County Durham and surrounding areas. This procurement process, classified under health and social work services, is currently in the Tender stage and has a submission deadline of 30 January 2022. The tender was published on 22 December 2021, marking the start of an open procurement procedure aimed at enhancing local care provisions through a community-focused service approach.

This tender offers significant opportunities for businesses specialising in health and social care, particularly those experienced in operating children's homes and supporting young individuals with complex needs. Companies that are small and medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs) would be well-positioned to compete, especially if they have a proven track record in delivering high-quality care and positive outcomes for children. Furthermore, the local authority outlines support measures such as tailored planning and resources, which can facilitate successful home establishment and operational processes for selected providers.

## Notice

To open up discussion with providers about the development of 'new' registered children's home provision in County Durham or in the surrounding area to meet the specific needs of the young person. The home is for one young person initially, with the flexibility to move in a second young person at a later date, subject to a positive matching exercise. A provider may already have a registered children's home with a highly experienced registered manager and are able to develop a smaller satellite home (in accordance with new Ofsted guidance for registering a multi building children's home). Provider's that have knowledge and experience of working with children with complex needs and within Ofsted's Regulatory Framework. Providers that have a track record of achieving positive outcomes for children / young people, who provide consistent good quality care and who demonstrate stickability. What we will offer as a Local Authority: Tailored multi-agency planning about the additional support and resources that can be offered in line with the needs of the child. A dedicated point of contact for advice when setting up a home in Durham. A letter of support for the change of use planning process. A dedicated point of contact when the home is operational. Linkages with the virtual school to ensure that children are able to access suitable education provision in line with their individual needs. Access to an advocacy and independent visitor services.
