## Summary

The procurement process titled "Improving Defendant Engagement" is being led by the Ministry of Justice, based in Leeds, England. This contract falls under the category of social research services and is aimed at enhancing understanding of former defendants' experiences. The procurement method used is selective, through a call-off from a framework agreement. The contract period commenced on 23rd March 2020 and will conclude on 1st May 2020. Notably, the tender phase of this process ended on 9th March 2020, with the awarded contract valued at £54,882.50.

This tender presents significant opportunities for small and medium enterprises (SMEs) specialising in social research and engagement strategies, particularly those experienced in working with diverse and vulnerable populations. Businesses that possess the capability to recruit and interview defendants, especially those who have suspended sentences or are former defendants, will be especially well-placed to compete for this contract. Engaging in this procurement can facilitate growth through collaboration with the public sector and enhancing service delivery within the justice system.

## Notice

Whilst researchers from HMCTS' Insight and User Research team can gain access and interview defendants in prisons, those on probation and at court, we recognise that understanding the experience of former defendants and those who have suspended sentences requires a specialist agency who have the skills and expertise in having access to recruiting and interviewing this cohort for this piece of research. Therefore, any provider wishing to bid for this contract must have the ability to recruit such defendants with a variety of different needs.
