## Summary

The Staffordshire County Council is seeking consultants for the "ST320 Fundraising Consultants Appointment" project to develop a Fundraising Plan aimed at achieving a £150,000 match funding target for the Staffordshire History Centre. This Centre will involve repurposing a Grade II* listed Georgian Townhouse and Victorian Cottage located in Stafford, West Midlands, with the tender period ending on 3rd March 2017. The project is classified under the marketing services category and has a total budget of £15,000, with a contract expected to commence on 1st April 2017 and conclude by 28th February 2018. The procurement process is an open procedure, allowing a wide range of participants to apply.

This tender presents significant opportunities for businesses, particularly those specialising in fundraising consultancy and marketing services, as well as small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Firms with experience in developing funding strategies and sustainable financial plans will particularly benefit from this contract, which supports not only local heritage but also entrepreneurial activities through the conversion of the historical buildings for business office space, fostering their growth within the community.

## Notice

A consultant is required to develop a Fundraising Plan to achieve a match funding target of PS150,000 for the Staffordshire History Centre and a five year sustainability plan. The Staffordshire History Centre Project will include the Grade II* listed Georgian Townhouse and Victorian Cottage (18 and 19 Eastgate Street) which currently stores the William Salt Library collections. As part of this project the building will be repurposed with the ground floor becoming part of the History Centre and it is proposed that the Cottage and upper floors are converted for residential and business office space for start-ups. Some initial work has been carried out to identify opportunities for the re-use of the building and assess likely income to include with the Stage 1 HLF submission. In order to ensure the long-term sustainability of the Staffordshire History Centre beyond the HLF funded element of the project a robust funding strategy will be required. The Archives and Heritage Service has a good track record of securing external funding, but will need to be more ambitious in its fundraising activities and look at other areas of securing financial support. The matched funding target is PS150,000 towards the project costs and must be in place by December 2017 to support the Round 2 application.
