## Summary

The procurement process for the installation of the Shepwell School Modular Teaching Block, spearheaded by Walsall Metro Borough Council, has reached the award stage. This project, classified under the industry category of Modular and Portable Buildings (CPV 44211100), is strategically located in the West Midlands, United Kingdom. The contract, valued at GBP 3,110,544, was awarded on 30th October 2025 to Thurston Group Limited. Key dates include the start of the construction period on 6th October 2025 and its scheduled completion by 25th May 2026. The project aims to provide additional facilities for special educational needs pupils and enhance playground amenities at Shepwell School in Willenhall.

This tender represents a significant business growth opportunity for contractors specialising in modular construction and educational infrastructure. Companies with expertise in sustainable and accessible building practices will find themselves well-suited to similar future tenders, especially those focusing on the innovative use of modular designs to minimise disruption and maximise safety and environmental standards. The project is indicative of a broader market trend towards expanding educational facilities, opening further prospects for businesses capable of delivering similar projects efficiently. Given the restricted procurement method used, it is key for businesses to demonstrate substantial experience and capacity to manage live construction environments within educational settings.

## Notice

This contract is for the provision of constructing of a new teaching block with associated groundworks at the rear of the site of the existing Shepwell School to accommodate an additional 50 special educational needs (SEN) pupils together with additional playground facilities. The Shepwell School located on Bilston Lane in the town of Willenhall in Walsall was built in the 1970s as an Adult Education Centre, now operates as a Short Stay School and Specialist Autism Resource Base. It accommodates pupils aged 11-16 with social, emotional, and complex educational needs. The project is to address a shortfall in SEND school places by increasing capacity from 84 to 134 pupils through the addition of a new two-storey teaching block. The modular design will minimise construction disruption and improve site safety, sustainability, and accessibility. The works required comprise a new modular building with associated pathway external works, a new canopy to connect to the existing school with adaptation of the existing canopy walkways. Facilities should be aligned with Building Bulletin 104 for SEND pupils. A piled foundation solution has been designed and pumped drainage will be required to suit existing levels. A Phase II Site Investigation has been undertaken during w/c 17/02/2025. An interim report will be made available at the earliest opportunity during the tender period. The site will remain a live environment during the works and will remain in use for its duration. The Contractor is to ensure that the working areas are separated from the school area and allow for fencing/hoarding as necessary. There should be no interaction between unauthorised Contractor's staff and staff and pupils of the school.
