## Summary

The National Heritage Memorial Fund (NHMF) is seeking proposals for their project titled "Stakeholder reputation and customer satisfaction measurement at the Heritage Fund." This tender falls under the industry category of Evaluation Consultancy Services (CPV: 79419000) and involves developing a Management Information (MI) system to enhance performance measurement and reporting. The procurement process follows an open procedure, with the tender period ending on 2nd January 2025. The contract is expected to commence on 20th January 2025 and conclude by 30th April 2025. The primary locations for this project include the British Overseas Territories, Channel Islands, Europe, the Isle of Man, the Rest of the World, and the United Kingdom. The total contract value ranges from £25,000 to £50,000.

This tender offers significant opportunities for economic operators, particularly small and medium enterprises (SMEs), to support the Heritage Fund in improving their MI for customer satisfaction and stakeholder reputation. Businesses specialising in data analysis, performance measurement, and consultancy services related to stakeholder engagement are well-suited to compete. By leveraging existing information systems and recommending cost-effective solutions, the winning provider can contribute to NHMF's strategic goals and long-term impact assessment. This project not only enhances the provider's portfolio but also strengthens their relationship with a prominent national organisation dedicated to heritage preservation.

## Notice

In the first year of Heritage 2033, the Heritage Fund designed a new Impact Framework to allow the Heritage Fund to evaluate and assess the impact of our funding over the next 10 years. Work is underway to introduce qualitative and quantitative measures which will be used to understand if we are delivering against the long-term ambitions of our strategy. Alongside the development of this Impact Framework, the senior team wish to improve the approach to performance measurement and reporting through a revision of the suite of management information and key performance indicators that inform decision making and help senior management with oversight of delivery. Management information (MI) in this context refers to data that is used by the Heritage Fund to help make decisions about how the organisation is run. MI can take the form of reports, charts and graphs; but it should allow performance to be tracked over time. Areas of the MI are already under development covering financial, operational and workforce measures, however there is a need to develop regular reporting on customer satisfaction and stakeholder reputation. We are seeking a service provider who will work with the Heritage Fund to develop the MI for customer satisfaction and stakeholder reputation drawing on existing sources of information at the Heritage Fund as well as wider best practice. The provider will then recommend a series of Gold/Silver/Bronze level options for future information and measures that could be delivered using existing systems without significant additional investment. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. The date and time provided at item 10 Deadline for Expressions of Interest - is the date and time for the receipt of Tenders. All clarification questions and tender returns must be submitted through the Delta E- tendering Portal. Responses to clarification questions will be issued in batches and sent through the Delta portal and bidders should ensure that they check in regularly for these. Item 9 - Estimated value of requirement please note that the Heritage Fund has a maximum budget and this is detailed in the ITT
