## Summary

HM Revenue and Customs (HMRC) commissioned payments-tracing services to help reduce uncollected tax overpayments. The requirement is for data that supports HMRC’s communications with customers, including mobile telephone numbers, email addresses and up-to-date postal addresses. The work relates to the tracing and provision of contact information for people who have not collected repayments following tax calculations. It is classified as research consultancy services and falls within the services category. Delivery covers the United Kingdom. HMRC is the UK tax, payments and customs authority, and its Payments function manages payment processes into and out of the department. The requirement supports efforts to improve recovery of outstanding overpayments through targeted customer contact.

The procurement is complete and the contract was awarded to Experian Limited on 23 July 2026. The awarded value is £150,000, including the stated currency, and the contract period runs from 31 July 2026 to 31 January 2027. The procurement used a selective procedure as a call-off from a framework agreement. The tender submission deadline was 16 July 2026 at 5pm. HMRC assessed the requirement through this framework call-off route, with the award now active. Experian Limited is the selected supplier. The opportunity was identified as suitable for small and medium-sized enterprises, although the contract was awarded to a large supplier. The procurement covered one overall requirement rather than separately awarded lots.

For suppliers considering future HMRC requirements of this kind, the award shows demand for reliable payments-tracing and contact-data services supporting large-scale public-sector customer communications. A credible competitor would need to locate or verify mobile numbers, email addresses and postal addresses, and supply the results in a form that HMRC can use to contact customers about uncollected repayments. Relevant capability includes research consultancy, data sourcing, identity or address resolution, data quality management and handling sensitive personal information responsibly. Suppliers would also need the operational capacity to process substantial volumes accurately and consistently, together with clear controls for data protection, security, governance and auditability. The route used indicates that framework participation or access to a suitable framework can be commercially important for comparable HMRC work.
