## Summary

The Post Office Limited, based in London, has awarded a contract titled "Post Office Bulk Fuels (CCS Framework RM6177) - Newcastle" for the supply of diesel fuel and alternatives. This procurement falls under the goods category, specifically for Diesel fuel and Fuel oils, and is focused in the North East region of the United Kingdom. The contract was awarded on 20 January 2022, with a contract period running until 20 January 2024. The procurement method employed was selective, via a call-off from a framework agreement, ultimately resulting in the selection of Watson Fuels as the supplier.

This contract presents opportunities for businesses, particularly those involved in fuel supply or related logistics, to engage with a prominent organisation such as Post Office Limited. While this specific procurement was awarded to a large supplier, new entrants and smaller firms with innovative solutions in fuel distribution may still find opportunities for collaboration or future tenders. Suppliers that focus on sustainability, such as those offering Hydrotreated Vegetable Oil, can leverage this growing sector to align with the Post Office's initiatives to ensure fuel security across their operations.

## Notice

Post Office Limited ('POL') operate a Commercial Fleet of in excess of 250no. Vehicles. Our Fleet obtain Fuels by means of Fuel Cards, making use of public forecourts. However, POL have recently taken the decision to recommission on-site Fuel Bunker at our Newcastle facility as a means of providing contingency to any future interruptions to the supply of Fuel at forecourts. POL ran a further competition against the CCS Framework RM6177 (National Fuels 2) Lot 1 (against the appropriate regional sub-lot), for the supply of HVO (Hydrotreated Vegetable Oil) or Ultra Low Sulphur Diesel and shall be making use of the Call-Off Terms of that framework. This was in line with PCR 2015 running a further competition fairly and equally between suppliers giving them all the same chance to bid and used and weighted scoring criteria to assess their pricing responses. After this evaluation, we concluded that Watsons Fuels were the winning bidder and the contract was awarded to them. There is zero committed spend against this call-off order. The estimated maximum total annual value is PS88,106.00. However, this is based on a full year using on site tanks. For the avoidance of doubt tanks are to be used as a contingency only in the event of interruption to forecourt fuel supplies it is therefore likely that annualised spend will be significantly lower than the above estimate (Likely zero). Post Office have clearly communicated to the Supplier that we do not guarantee any maximum or minimum quantities against the proposed call-off order.
