## Summary

Historic England, headquartered in Swindon, Wiltshire, United Kingdom, has recently awarded a contract to PickEverard for the "Skeleton Preparation Laboratory Alterations & Refurbishment" project, classified under the CPV code 45212350 for buildings of particular historical or architectural interest. This procurement falls within the industry category of architectural and related services and involves updating the Skeleton Preparation Building to meet current safety standards and improve its functionality. The procurement process was conducted using a restricted procedure under a selective method. This award, marked as complete, follows the tender period which ended on 28 April 2025, with the contract period set from 18 May 2025 to 30 June 2026. The procurement focuses on works, indicating the nature of the activities to be carried out.

This contract presents significant opportunities for businesses involved in architectural design and refurbishment, particularly those with expertise in working on projects of historical significance. The project requirements call for a comprehensive understanding of laboratory safety standards and infrastructure solutions, making it ideal for firms specialising in design and construction management with the capacity to handle complex refurbishments. Although the procurement is not specifically aimed at SMEs or VCSEs, it still offers a platform for collaborating with Historic England and a chance to showcase skills in delivering comprehensive and compliant refurbishment solutions within historical contexts, potentially leading to further engagements in similar sectors or with prestigious heritage organisations in the future.

## Notice

Historic England are seeking to engage the services of a suitably qualified design team to develop and deliver a scheme to update the existing the Skeleton Preparation Building (often referred to the as the Skel Prep), to meet current safety requirements for laboratories working with flammable and explosive chemicals, to improve current working areas within the existing building, consider suitable storage facilities for flammable/explosive chemicals and staff amenities. The design team will work with the HE Project Manager and Skel Prep's team to review and identify all the needs of the project and factor these into their proposals which can then be developed into a deliverable project of work. Allowance should be made to develop Room Data Sheets for each room/space. The expectation is that the scheme will be fully designed and specified with no contractor design portion unless agreed in writing with the Project Manager. The success of this project will be the delivery of an up-to-date Skeleton Preparation Laboratory that maximises the use of the existing building, meets all current safety and welfare requirements, providing efficient use of space with suitable storage to meet the needs of the end users, including space to house existing equipment, installing an efficient and effective building services solution that includes power, data, UPS and heating and is delivered within the project time scales.
