## Summary

Winchester City Council has concluded the award stage for the "TMF 2 - Tree Management Framework 2025 - 2029", a procurement process aimed at maintaining and enhancing the natural environment in the Winchester district. The procurement, classified under the industry category of "Tree-maintenance services" (CPV code 77211500), involves tree management services on publicly accessible lands and other areas within the district. The contract, valued at £1,000,000, will run from 1st January 2025 until 31st December 2029, succeeding a previous framework. The procurement method used was a restricted procedure, indicative of a selective and structured selection among qualified contractors. Interested parties were required to submit their tenders by 19th April 2024, ahead of the new contractual arrangements starting in 2025.

This framework presents substantial opportunities for businesses specializing in ecology, arboriculture, and landscape management to engage in a long-term partnership with the local authority. It is particularly suitable for large-scale suppliers capable of providing comprehensive tree maintenance services across extended geographic locations, including the British Oversea Territories and afar. The framework's systematic approach, involving a collaborative workflow with in-house tree surveyors and an industry-standard cloud-based system, allows for efficient and ecologically beneficial work. This offers large businesses, particularly those already serving public contracts or looking to expand their market share, a chance to leverage their expertise and capacity to contribute to the sustainable management of environmental assets.

## Notice

Winchester City Council is committed to maintaining and enhancing the district of Winchester's built and natural environment. Protecting and improving the environment for residents is important. The District's trees provide an enormous asset, making it one of the greener towns in the south. The council is responsible for c.45k trees and small woodlands that need to be managed to maximise ecological, landscape and social gain whilst being resilient to future pressures such as climate change and disease. Additionally, the council has a duty of care to manage it's trees in an effective and appropriate manner, to reduce the risk they pose to people and property. The vast majority of trees and woodlands are on publicly accessible land but some will be in confined areas in council tenant's back gardens. Following a tender exercise, the council has now appointed contractors to a framework for tree maintenance services throughout the year across the district, over a max 4-year period, commencing 1/01/25. This exercise replaced an existing successful framework ending 31/12/24. This framework will operate in a similar way and with contractors working closely with the council's in-house tree surveyors, who will identify and issue orders for the tree works via an industry standard cloud-based system.
