## Summary

The Environment Agency has completed the procurement process for a tender titled "RDE545 Valuing the Mental Health Costs of Coastal Erosion." This procurement falls under the industry category of research and development consultancy services (CPV code 73200000) and addresses the social impacts of coastal change in England and Wales, with particular focus on the mental health costs associated with coastal erosion. Key dates include the tender period ending on 29th July 2024, the award date on 30th July 2024, and the contract period ranging from 5th August 2024 to 2nd May 2025. The procurement method used was a selective call-off from a framework agreement, indicative of a targeted approach. Locations involved in this tender include the British Overseas Territories, Channel Islands, Europe, Isle of Man, the Rest of the World, and the United Kingdom.

This tender offers substantial opportunities for businesses specialising in research and consultancy, particularly those experienced in assessing environmental and social impacts. SMEs and voluntary, community, and social enterprises (VCSE) are considered suitable for this project, fostering inclusivity and encouraging diverse participation. The awarded contract, valued at £55,159.40, presents a significant opportunity for Eunomia Research & Consulting Ltd., the successful supplier, and potentially, similar businesses looking to engage in future related projects. With an emphasis on developing new methodologies for appraising mental health impacts, this contract underscores the critical need for comprehensive data and innovative solutions in tackling climate change-induced risks.

## Notice

There is a business need to develop guidance for understanding and addressing wider social impacts of coastal change. Coastal erosion poses current and future risks to England and Wales and will likely be exacerbated by climate change2. The national coastal erosion risk map (NCERM)3 (EA, 2018-2021) shows us that approximately 740 properties in England are vulnerable to coastal erosion over the next 20 years. A further 2,000 may become vulnerable over the next 50 years4. While work is ongoing to address the feasibility of physical interventions to mitigate the risk of coastal change, there is little available data and guidance for appraising the wider social consequences, in particular mental health impacts, of coastal erosion risk5. This project seeks to address this gap and produce guidance for valuing the mental health costs of coastal change in England and Wales. Previous work has been undertaken to establish and monetise the mental health costs of flooding6, which developed methods for evaluating the mental health impact(s) of flooding. Coastal erosion data for this project was scarce, therefore the current methods do not provide a comprehensive estimate.
