## Summary

The Centre for Ecology & Hydrology has completed the procurement process for an Automated Multi-Chemistry Discrete Analyser (AQ400), along with an annual SEAL repair and maintenance agreement and a PC pack. Classified under the chemistry analyser category, this contract involves goods and is valued at £55,149.40. Located at Wallingford, England, the direct procurement was justified under the Procurement Act 2023, due to the technical reasons for using SEAL Analytical Limited as the supplier. The procurement was executed using a single tender action, with the contract commencing on 4th August 2025 and concluding on 28th September 2027. The award was confirmed active on 30th July 2025.

This tender opens up business growth opportunities for suppliers who specialise in niche scientific instruments and their maintenance services, particularly those with expertise in chemistry analysers. While this specific project was directly awarded to SEAL Analytical Limited due to proprietary requirements, similar future tenders could be of interest to large-scale suppliers capable of integrating complex analytical technologies with existing environmental data systems. Businesses looking to expand their portfolio in environmental monitoring solutions would find such opportunities beneficial.

## Notice

Automated Multi-Chemistry Discrete Analyser (AQ400), Annual SEAL Repair and Maintenance Agreement (Basic Contract) and PC Pack The acquisition of the SEAL AQ400 is justified as a direct award without seeking quotations from other suppliers in accordance with Schedule 5, paragraph 6(b) of the Procurement Act 2023. This provision allows for a direct award "due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required". The SEAL AQ400 provides specialised, proprietary wet chemistry analysis capabilities that are integral to our environmental monitoring and compliance operations. Its compatibility with our existing data systems and laboratory workflows, as well as its ability to meet stringent performance specifications, means that no reasonable alternative or substitute exists. Procuring a different analyser would risk data integrity, disrupt continuity of service, and incur disproportionate integration costs
