## Summary

The Home Office is seeking bids for a tender entitled "Independent Child Trafficking Guardians - Additional sites", aimed at expanding the Independent Child Trafficking Guardian (ICTG) service across 11 counties in England and Wales, following the provisions of the Modern Slavery Act 2015. This procurement falls under the category of welfare services for children and young people, with a total value of £5,000,000 and a minimum value of £3,000,000. The tender is currently in the planning stage, with a submission deadline of 23rd November 2020, and the contract period commencing on 11th January 2021, lasting until 31st January 2023.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in social services, child welfare, and advocacy. The project aims to deliver vital services to potentially trafficked children, creating a platform for service providers to contribute to a national initiative while potentially enhancing their portfolio and reputation in the field of child protection. Interested parties are encouraged to register on the Home Office Portal and contact the designated representative for further information.

## Notice

In 2015, the UK Government introduced the landmark Modern Slavery Act, giving law enforcement agencies the tools to tackle modern slavery, including maximum life sentences for perpetrators and enhanced protection for victims. Section 48 of the Modern Slavery Act 2015 includes provision for Independent Child Trafficking Guardians (ICTGs), previously known as Independent Child Trafficking Advocates, in England and Wales. ICTGs are an independent source of advice for children who are identified as potentially trafficked and somebody who can speak up on their behalf. The ICTG service is currently available in one third of local authorities in England and Wales. The Government remains committed to the continued national roll out of ICTGs which will now be progressed as part of the recently established National Referral Mechanism (NRM) Transformation Programme. This grant funding will cover the next phase of the rollout which will expand the ICTG service to additional sites, encompassing 11 counties: London (excluding the London Borough of Croydon), Essex, West Yorkshire, Merseyside, Kent, Surrey, Warwickshire, Bedfordshire, North Yorkshire, Gloucestershire and Bristol and Lancashire. The Authority intends to run a Competitive Grants process to select a supplier to deliver the required outcomes in the additional sites. Further information can be found within the competition documents. If you are interested please register on the Home Office Portal - https://homeoffice.app.jaggaer.com/ and contact Nathaniel.Smith21@homeoffice.gov.uk once registered.
