## Summary

Oxfordshire County Council has facilitated a public procurement process titled "Digital Place - Call-off from GCloud14 (RM1557.13)" for IT services encompassing consulting, software development, Internet, and support. The procurement is categorised within the IT industry and aims to enhance mobile coverage across various regions of the United Kingdom, including the North East, Midlands, and London. This selective procurement was sourced through a framework agreement, with the tender period closing on 18th July 2025 and the contract running from 1st August 2025 to 31st July 2028. This initiative addresses poor mobile coverage, particularly focusing on Oxfordshire and surrounding regions, to mitigate market failure in telecom infrastructure.

This tender offers substantial opportunities for businesses capable of delivering innovative IT solutions, especially those with expertise in expanding mobile network infrastructure. Although the procurement stage has advanced to the award phase, with Spirit Public Sector Limited being the awarded supplier, the contract invites opportunities for subcontracting or collaborative ventures for businesses in IT services. The contract, valued at £3,000,000, suggests significant engagement over the three-year period, representing a growth opportunity for businesses aiming to leverage public funding in telecommunications expansion efforts. Companies with a capacity for scalability and efficient delivery mechanisms, particularly those not reliant on SME status, will find this project aligns well with their objectives for broadening market presence and capabilities.

## Notice

Around 14% of England does not have good outdoor mobile coverage and up to 27% of premises do not have good indoor coverage, according to the most recent OFCOM Connected Nations report. The situation for adequate capacity is likely to be poorer still, with ad-hoc reports suggesting the figure may be worse. 5G coverage has been increasing and OFCOM has reported population coverage of 67-78%, but this coverage is mainly in large conurbations. Only 22% of the UK 81,000 mobile sites have 5G equipment installed, and many of these do not use the spectrum that delivers high capacity. These areas of poor coverage are widely spread, in small pockets. It is not enough simply to know where there is a problem. Addressing poor mobile coverage requires three components: 1> A business case to secure public funding to address the market failure 2> A clear understanding of where market failure exists, why it exists, how it can be re-solved and what costs and benefits are associated with resolution 3>One or more delivery mechanisms to deploy public funding to resolve the market failure efficiently and competitively The solution proposed by this Call-Off must address the poor mobile coverage in Oxfordshire and the surrounding region. It must be capable of growing rapidly to drive benefits across the UK
