This planning tender involves the development of an IT-based tool to support quality assurance of EHCPs and improve multi-agency auditing processes. The Council aims to implement the tool by October 2022. The procurement process is currently at the planning stage with an engagement end date of 22nd September 2022. This tender presents an opportunity for software development services providers, education and training services, and company health services providers to engage with West Northamptonshire Council. Businesses with experience in delivering IT-based tools for EHCP quality assurance and proven impact in similar projects are well-suited to compete. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate in this tender process to cater to the Council's needs and contribute to improving local SEND practices. ## Notice West Northamptonshire Council (WNC) is a new Unitary authority that came into existence on Thursday, 1st April 2021 following the Northamptonshire Structural Changes Order 2019. The primary purpose of this expression of interest (EOI) is to inform the market of a prospective opportunity and to seek feedback in relation to the requirement as set out below: The Authority have introduced a multi-agency quality assurance framework to assist with ensuring consistency within the quality of Education Health and Care Plans (EHCP's) and have now identified that a smarter way of carrying out multi-agency quality audits is required using an IT based tool. The tool needs to inform our actions for improvement and to measure the impact of these actions. The Provider must be able to demonstrate from recent experience over time measurable delivery of an Education Health Care Plan Quality Assurance Tool and the tool must be able to deliver against each point outlined below: * A developed and proven IT based tool that supports quality assurance of EHCPs and advice; * A tool that is based on recognised good practice and support implementation of the SEND Code of Practice; * Evidence of positive and sustained impact of use of this tool in other Local Areas; * A tool that works with existing case management systems; * A tool that supports multi agency working, including with parents/ carers and young people (co-production practices); * A tool that can help us to benchmark improvement against other Local Areas; * A tool that will support us in making the best practice common practice in our local area; * A tool that will improve the lived experience of children and families, and support confidence in local SEND practices; * The Tool must be able to be ready for immediate implementation, with a proposed initiation date for use of October 2022.
