It is an independent statutory body created by an Act of Parliament and is sponsored by the Department for Education. As part of its remit the Commission undertakes an annual State of the Nation report each year. This report is part of the Commission's statutory duty to monitor UK-wide progress on social mobility each year, and will be published by 31st March 2021. This year we want to put more focus on the synthesis, analysis and critique of social mobility policy activity in Wales, Scotland, England and Northern Ireland - to ensure that our State of the Nation report gives significant attention to what is happening in all nations of the United Kingdom. We are seeking a supplier to produce an essay on social mobility policy activity across each of the four nations. These essays will each form the core of a chapter of in the final State of the Nation report. The report will be structured with an opening chapter on key statistics on social mobility, followed by four chapters each with an essay summarising and appraising policy activity on social mobility in each of the four nations separately. This invite to tender is for a Northern Ireland essay. We have separate invites to tender out for essays on Scotland, Wales, and England. The Commission has not previously reported on social mobility specifically in Northern Ireland.
