## Summary

Walk Wheel Cycle Trust is procuring survey and social research services for the 2027 Walking and Cycling Index Residents' Survey. The work covers an area-wide residents’ travel behaviour and attitudes survey across up to 16 areas in the UK, focused on walking, wheeling, cycling and public transport. The successful supplier will develop a research methodology and compatible questionnaire tools, carry out push-to-online fieldwork, clean and analyse the results, and provide specified outputs for further analysis and modelling. Each area is intended to produce at least 1,100 resident responses, using a representative sample. This is a UK-wide services requirement, with the buyer based in Bristol. The relevant categories are survey services (CPV 79311000) and social research services (CPV 79315000).

The procurement has reached tender: the buyer invited offers through an open procedure above the applicable threshold. Bids are due by 26 October 2026 at 12:00 UTC. The contract period is 27 November 2026 to 31 October 2027, covering one iteration of fieldwork in 2027. The estimated core contract value is between £500,000 and £675,000, with £675,000 stated as the maximum based on 16 areas; the number of areas may vary. The procurement is intended to establish a single-supplier framework. The tender includes an Invitation to Tender, a selection questionnaire, a data protection due diligence questionnaire, a price matrix and a sample contract. The opportunity is identified as suitable for SMEs and voluntary, community or social enterprises.

This opportunity suits a market research, survey or social research provider able to deliver large, multi-area studies across the UK. Strong candidates will need capability in methodology design, questionnaire development, online survey delivery, representative sampling, respondent recruitment and fieldwork management. The requirement also calls for reliable handling of substantial respondent volumes, with at least 1,100 responses targeted in each participating area, potentially across 16 areas. Suppliers should be experienced in data cleaning, statistical analysis, producing structured research outputs and supporting later modelling. The work also requires robust data protection and due diligence arrangements, consistent delivery across multiple locations, and the capacity to manage a single-supplier framework and any variation in the number of areas.

## Notice

Walk Wheel Cycle Trust wishes to commission an area-wide residents' travel behaviour and attitude "push-to-online" survey in up to 16 areas across the UK. The survey will gather data related to travel behaviour, satisfaction and attitudes about a range of issues related to walking, wheeling, cycling and public transport in their area among a representative sample of residents. The successful contractor will design a research methodology and questionnaire tools compatible with the previous methodology and questionnaire, conduct the survey fieldwork, clean and analyse the data and return specified outputs to Walk Wheel Cycle Trust for further analysis and modelling. Walk Wheel Cycle Trust intends to commission for one iteration of fieldwork in 2027. Surveys to take place in 16 areas across the UK. Each survey to secure at least 1,100 respondents. Please see Invitation to Tender for further details. Note that we are procuring for a single supplier framework, and there may be variations in the number of areas. Total value maximum of PS675,000 for the core costs of the contract, based on the number of areas above. Note that the same opportunity will be published on Public Contracts Scotland, Sell2Wales and Find a Tender. Full instructions on how the bids can be submitted can be seen in the Invitation to Tender document.
