## Summary

The Arts Council England is currently conducting a tender for the "In Harmony Evaluation 2018-19", focusing on research services, specifically research consultancy services. This procurement is in the active stage and aims to gather further evidence related to the In Harmony programmes, which aim to improve wellbeing and musical skills among children. The deadline for submissions is 24 July 2018, with a total budget of £50,000 allocated for this evaluation, set to start from 31 August 2018 and concluding by 30 September 2019. The opportunity is open to organisations located in the British Overseas Territories, Channel Islands, Europe, Isle of Man, Rest of the World, and the United Kingdom.

This tender presents a valuable opportunity for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in research and consultancy within the educational sector, particularly those with expertise in well-being and musical education. Companies that can demonstrate a strong track record in evaluating educational programmes or have experience working with similar initiatives will be well-positioned to submit a competitive bid. Engaging with this contract can enhance a business's profile and provide significant avenues for growth in the research services industry.

## Notice

The In Harmony Theory of Change model (2012) listed expected positive outcomes relating to wellbeing, attainment and attendance at school, improved relationships, raised parental aspirations and ability to support children, increased parental engagement in school and sense of community, and development of musical skills. These were evidenced to greater or lesser extents by the NFER evaluation 2013-16. Those aspects most clearly evidenced were wellbeing, development of skills for learning, parental engagement and musical skills. (There was no clear evidence of impact on attainment at whole school level, using 2013 to 2015 SATs results.) ACE proposes an evaluation approach for 2018-20 which is cumulative to the NFER evaluation 2013-16, and the Hallam/Burns research 2017/18 which focussed on musical progression. We are seeking further evidence of the particular features of In Harmony programmes which contribute to positive outcomes, to inform future development beyond current funding which ends in March 2020. We would also like to examine outputs from a small selection of other instrumental programmes to better understand the impact of In Harmony. The budget for this work is PS50,000 and we are aiming for completion of the work by September 2019.
