## Summary

The procurement process is initiated by Historic England, seeking to contract services for research on the impact of Repair Grants under the title "7838 The impact of Repair Grants". This tender falls within the research and development services industry category, with the procurement currently at the invitation stage. The tender period is set to close at 5pm on Thursday, 5th July 2018, after which the contract is expected to commence on 16th July 2018 and run until 30th November 2018. The approximate contract value is £50,000, with a minimum threshold of £40,000, and the procurement method employed is an open procedure.

This opportunity presents a significant avenue for consultants with expertise in research and analysis, especially those focused on economic evaluations and the heritage sector. Businesses that can effectively demonstrate their capability in conducting cost-benefit analyses in accordance with HM Treasury guidelines will be particularly well-placed to compete. Small and medium-sized enterprises (SMEs) are encouraged to apply, as they may bring innovative insights into the assessment of heritage projects funded through grants, ultimately contributing to the conservation and public benefits of historical sites.

## Notice

This research is being commissioned to provide Historic England with a clearer understanding of the impacts of the funding we provide through our grant programme for repairs to Heritage at Risk. We wish to commission consultants to undertake research into the conservation and public benefits of 251 of the projects funded through this programme in recent years. The overall purpose of the evaluation is to provide a greater understanding of the value-for-money of our investments. As such, the evaluation should be approached as a cost-benefit analysis, with a method broadly in accordance with the HM Treasury Green Book guidance. The evaluation should also review the process issues in the awarding and monitoring of grants.
