## Summary

Cheshire East Borough Council has successfully concluded the tender process for the provision of accommodation-based respite services for adults with learning disabilities in Cheshire East. The contract, valued at £3,532,622 and set to begin on 2nd March 2025 until 1st March 2030, was awarded to Liberty Support Services and 1st Enable Ltd on 3rd October 2024. The procurement, classified under the CPV category 85000000 (Health and Social Work Services), was conducted through an open procedure. The Council aims to deliver innovative, person-centred care across two geographical lots: four units in the north (Macclesfield area) and two units in the south (Crewe area). This project will address diverse support needs including challenging behaviours, mental health conditions, autism, and physical disabilities, ensuring accessibility and efficient service delivery through the use of assistive technology.

Business opportunities abound for organisations capable of providing high-quality care and accommodation solutions within the specified parameters of this contract. SMEs with expertise in supported living models and experience in managing short-term respite services for adult learning disabilities are well-suited to compete in this sector. The service model promises stability as it is based on a block contract, safeguarding income regardless of unit occupancy. Additionally, Cheshire East Borough Council's focus on improving care quality and delivering cost efficiencies provides a lucrative and reliable revenue stream for potential providers. Interested entities were invited to express their interest and access detailed documentation via the Chest system before the tender closure on 19th August 2024, ensuring a competitive, transparent bidding process.
