## Summary

The Sheffield City Council has awarded a contract titled "COUNCIL HOUSING ELECTRICAL TESTING PROGRAMME 2024-30" for the inspection and electrical condition reporting of approximately 38,000 domestic dwellings located throughout Sheffield. The project focuses on traditionally constructed flats, maisonettes, houses, and bungalows, with a contract period spanning from 28th October 2024 to 28th June 2030. The works are classified under the "Building-inspection services" industry category (CPV: 71315400), and the procurement was conducted through a restricted procedure. The awarded contracts, valued at £19,276,009 GBP, have been allocated to two contractors: Denton Nickels (UK) Ltd and HEC Contracting Ltd, each responsible for 50% of the properties or approximately 19,000 dwellings. Key performance indicators will influence the final distribution of work over the contract period.

This tender presents substantial business growth opportunities, particularly for companies specialising in building inspection services and electrical maintenance. With an emphasis on ensuring health and safety through Category 1 and 2 repairs, firms with expertise in urgent and out-of-sequence works would be well-suited to compete. The contract's substantial value and extensive duration make it particularly attractive for large-scale businesses capable of managing significant work volumes. Additionally, the procurement's suitability criteria indicate a preference for SMEs, bolstering opportunities for smaller enterprises to engage in a high-value, long-term project managed by a well-established local authority.

## Notice

The works involve carrying out electrical condition reports to approximately 38,000 domestic dwellings. Any works deemed urgent due to health and safety concerns (category 1 & 2 repairs) should be carried out by the Contractor immediately. The properties are traditionally constructed flats, maisonettes, houses and bungalows located throughout the City of Sheffield. The majority of properties will be occupied during the progress of the works. Properties will be released to the contractor in batches, each based on an order of work (See Section 5: Preambles). No continuity of work can be guaranteed. The Contractor shall allow in his rates for any additional costs in relation to out of sequence or uneconomical working methods and disruption due to the aforementioned criteria. Sheffield City Council's intention is to appoint two Contractors simultaneously to complete the works, with a 50/50 allocation of works, i.e. works to approximately 19,000 properties each during the length of the contract. Sheffield City Council reserve the right to adjust this notional split dependant on performance levels (measured by Key Performance Indicators) being achieved and maintained; see item 1.8.6.8 for further details.
