## Summary

The Foreign Commonwealth and Development Office has awarded a contract titled "South Sudan Health Pool Fund Phase 3 - Interim Contract" under the foreign economic-aid-related services category. The contract, valued at £12,688,607, was essential to address a critical situation following the financial distress and subsequent insolvency of the previous service provider. The new contract was awarded using the Negotiated Procedure without Prior Publication due to extreme urgency. The contract period is from 1st August 2024 to 31st January 2025, ensuring service continuity for vulnerable individuals across multiple regions including the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom.

This tender presents significant opportunities for businesses specialising in foreign economic aid services, particularly those capable of rapid mobilization and crisis response. Given the urgency and the requirements of the contract, companies that can deliver critical services under pressure are well-suited to compete in similar future tenders. Small and medium-sized enterprises (SMEs) may find this contract particularly appealing due to its suitability criteria. By participating in such contracts, businesses can enhance their portfolio and gain valuable experience in high-stakes project environments, thereby fostering growth and industry reputation.

## Notice

This contract was awarded using the Negotiated Procedure without Prior Publication under Regulation 32(2)(c). This was required for reasons of extreme urgency brought about by events unforeseeable by the contracting authority whereby the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The urgency arose due to: a) the severe financial distress, and subsequent insolvency, of the previous supplier of the relevant services for reasons which were beyond the control of the contracting authority and without sufficient prior notice as to allow for an open, restricted competitive procurement process to be run; and b) the criticality of service delivery to vulnerable people where a delay / gap in service provision may result in loss of life. Given these circumstances, the award of an interim short term contract to maintain continuity of service was considered to be justified with the expectation that any follow on services after expiry of this contract will be subject to competition. The new contract started in August 2024 to cover the final close out.
