This support is needed due to: o Lack of extensive knowledge and understanding about sustaining business change across a city region and its information sharing practice. o Lack of capability to develop a sound model of implementation for the framework that can work for a range of organisations. o The need for insight into why past projects have not been able to secure lasting impact despite a clear appetite for a framework.
