## Summary

The procurement process was conducted by the HM Government of Gibraltar for the provision of control room operation and maintenance services at North Mole Power Station under the title "(VEAT) The provision of control room O&M specialist staff services". This process falls under the electricity distribution industry category and will take place in Gibraltar. The procurement stage is currently at the award phase, with the contract signed on 18th December 2025 and the contract period starting on 1st January 2026, concluding on 31st December 2030. The procurement method used is a negotiated procedure without prior publication due to the specialised nature of the services and their critical importance to public safety, as outlined in Regulation 48 (2) (k). The tender was valued at £3,400,000.

This tender presents significant opportunities for businesses involved in the specialised field of power station operation and maintenance, particularly those able to offer skilled staff for the essential operations of electrical installations. The process may be especially suited for small and medium enterprises (SMEs) in Gibraltar, the UK, or territories with relevant trade agreements, as the tender specifically accommodates submissions from these areas due to local procurement regulations. As the primary supply of electricity in Gibraltar, this contract is positioned for businesses specialising in engineering and specialised operational support, creating a stable, long-term business opportunity.

## Notice

Under the provision of Regulation 48 (2) (k), in order to ensure the continuity of public safety, human life and health, the Chief Minister has approved the use of the negotiated procedure without prior publication. The contract aims to replace the legacy arrangements set in place at North Mole Power Station by the turnkey contractor who delivered the power station set to expire on 31st December 2025. This notice was preceded by extensive market consultation conducted by the Gibraltar Electricity Authority prior to the publication of this award notice. The services relate specifically to highly specialised operation and maintenance of the power station (Engine IT Information and Controls), deemed critical as the power station is the primary source of electrical power in Gibraltar. Additional information: Gibraltar does not participate in the Agreement on Government Procurement (GPA) under the World Trade Organization (WTO). The contracting authority therefore reserves the right to consider only those bids from eligible tenderers in Gibraltar, the UK, or a country or territory covered by a trade agreement extending to Gibraltar that contains relevant procurement provisions.
