## Summary

Bristol City Council is seeking input for the development of a Penalty Charge Notice (PCN) system through a soft market test, under the planning stage of procurement. This initiative, titled "Penalty Charge Notice System (Bristol) - Soft Market Test," falls under the industry category of software packages and information systems. The Council is specifically targeting the South West region of the United Kingdom, with the engagement end date set for 18 April 2025. This system aims to efficiently manage the entire lifecycle of PCNs, including issuance, appeals, and case closures, in support of parking, bus lane, and Clean Air Zone (CAZ) enforcement. Interested vendors can submit their input via the provided engagement platforms.

This tender represents a robust opportunity for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), to present their PCN management solutions to a major municipal buyer. Companies that specialise in software development for traffic control, monitoring, and car park management services would find this tender particularly relevant. By participating in this soft market test, businesses can help shape the future procurement specifications and potentially secure a significant contract valued at £3,500,000. This engagement allows for direct interaction with Bristol City Council, providing an opportunity to influence the development of a system tailored to meet bespoke enforcement demands.

## Notice

Bristol City Council (BCC) oversees the enforcement of Parking, Bus Lane, and Clean Air Zone (CAZ) restrictions, along with the issuing and management of associated Penalty Charge Notices (PCNs). In the coming period, we will be implementing a Liveable Neighbourhoods scheme and encompassing Moving Traffic Enforcement. To provide some context, approximately 700,000 PCNs were issued in the previous financial year, with around 470,000 related to CAZ violations. BCC are conducting a soft market test currently to discover options for a back-office system to manage the full life-cycle of all Penalty Charge Notices issued by the Council. This software is crucial for the enforcement of Bristol streets, bus lanes and Clean Air Zone and it's essential we have a robust system that can efficiently deal with the complex, bespoke demands of this enforcement. BCC have built a questionnaire which has been designed to help the Council understand the available functionality of software packages on the market. The system would manage the full lifecycle of a PCN including the issuing of the PCN, appeals against a charge (from informal appeals through to Traffic Penalty Tribunal cases) and closure of a case. Requirements will be refined further upon receipt of completed questionnaires.
